Hurricane Wilma

Does anyone know why a hurricane is defined as a storm with winds of 74 mph or greater? I mean, 74 seems to be a rather arbitrary number.*

*Yes, I know that technically, all numbers in regards to measuring speed are arbitrary, but when using this system, and even standardizing it to kilometers per hour (~120), or metres per second (~33) - they too seem rather odd.
